Problem: Referral processes for special education are often inconsistent, unclear, or disconnected from MTSS systems. This leads to delayed identification, inappropriate referrals, and decisions that are not consistently grounded in data.


System: A structured referral and evaluation process aligned to MTSS that uses clear decision rules, consistent data sources, and collaborative problem-solving to guide identification. This system ensures that referrals are based on documented need, intervention response, and multiple sources of evidence.

Implementation:

This system is implemented through

  • Establishing clear referral pathways aligned to MTSS tiers

  • Defining decision rules for movement between tiers

  • Standardizing data collection and documentation protocols

  • Facilitating structured problem-solving team meetings

  • Monitoring student progress to ensure decisions are based on documented need and intervention response

  • Aligning general education, intervention, and special education teams around shared data and processes

 

Impact: More accurate and timely identification of students with disabilities, reduced inappropriate referrals, and stronger alignment between general education supports and special education services.

  • Providing leadership oversight to maintain structured, uninterrupted learning environments

 

Impact: Increased instructional time, improved student engagement, and stronger academic and functional outcomes for students with intensive needs, with more consistent access to meaningful, uninterrupted instruction.
